Belper North Mill: Conservation and Planning

The Planning Application for the Belper Mills complex submitted in May 2018 to Amber Valley Borough Council by the site’s owner GHL Property Management and Development Ltd through their agent FI Real Estate Management Ltd remains incomplete, awaiting the submission of condition surveys for the buildings and water courses.

In the meantime, the condition of the North Mill, a Grade 1 Listed building and one of the most significant structures within the Derwent Valley Mills World Heritage Site and of the East Mill in particular amongst the other buildings on the site, continue to be a cause for concern as minimal maintenance is carried out by the owner.

The Trust welcomes the redevelopment proposal and, together with other heritage based organisations, is keen to ensure that the opportunity it presents will enhance the significance of the history and heritage of Belper and the Derwent Valley and provide a financially viable, adaptive re-use of the North Mill and the larger Belper Mills site.

An Options Appraisal study, to see how an improved and sustainable heritage attraction on the Belper Mills site might be achieved, has been awarded to Amion Consulting and their report is due in December. This important project has been made possible by grant monies made available through Derbyshire County Council with funds from the National Lottery Heritage Fund (NLHF) ‘Great Place’ scheme awarded to the Derwent Valley Mills World Heritage Site (DVMWHS).
